Delegate Clark W. moves to amend the Committee Substitute on page 4, section 7-28-4, line 30, after the word “voters” by inserting a colon the following text,

“Provided, That any county of this State with a population greater than 20,000 residents that enacts the Safer Communities Act pursuant to the provisions of this article, shall remit fifty-percent of its revenues collected therefrom on a quarterly basis to the State Treasurer who shall then re-distribute such revenues in equal shares to all counties of this State with a population fewer than 20,000 residents, which such re-distributed revenues shall be utilized solely to fund Emergency response services in the recipient counties.”
